Eng. Chandana Dalugoda obtained his Graduateship in Engineering from the City & Guilds of London
Institute in 2008.

He began his career as a Refrigeration Engineer at Ceylon Cold Stores Ltd and has since held several
senior engineering positions locally and internationally. His professional experience includes:

  • Refrigeration Engineer – Ceylon Cold Stores Ltd
  • Mechanical Engineer – HVAC – Absal Trading Establishment, Riyadh, Saudi Arabia
  • Manager – Air Conditioning – Ceylon Development Engineering Co. Ltd
  • Factory Engineer – John Keells Food Products Ltd
  • Manager – Air Conditioning Division – Browns Engineering (VT) Ltd
  • Manager – Engineering – John Keells Holdings
  • Senior Mechanical Design Engineer – Hillson Moran Partnership, Farnborough, UK(responsible for HVAC designs of multiple UK projects)
  • Managing Partner / Lead Consultant – Chandana Dalugoda Consultants (CDC), Sri Lanka, leading large-scale HVAC projects both locally and overseas

At present, he continues to serve as Managing Partner and Lead Consultant at CDC, providing expertise in HVAC design and project execution.

Eng. Dalugoda became an Associate Member of the Institution of Engineers, Sri Lanka (IESL) in 1997 and obtained Corporate Membership in February 2006. He has made significant contributions to IESL, serving as Chairman of the Building Services Engineering Sectional Committee (BSESC) and as a Council Member (2006/2007). Currently, he serves as a member of the CPD Committee.

He has been instrumental in enhancing professional development for engineers through CPD programs. Notably, he initiated and coordinated the CPD course on Air Conditioning System Design in 2007, which has successfully run for 18 consecutive years. He also introduced the Heating, Ventilation & Air Conditioning (HVAC) CPD course in 2020, which continues to this day.

Eng. Dalugoda’s contributions to ASHRAE are equally noteworthy. He was elected ASHRAE Distinguished Lecturer (DL) in 2012, delivering technical lectures internationally. In 2019, he was awarded the Fellow of ASHRAE (FASHRAE) distinction, along with the ASHRAE Regional Award of Merit and the ASHRAE Chapter Service Award. He also served as President of the ASHRAE Sri Lanka Chapter during 2004/2005 and 2011/2012.

In addition, he serves as a Board Director of the Green Building Council of Sri Lanka, where he has designed several HVAC systems for certified Green Buildings, achieving LEED Platinum and Gold ratings.

He is actively engaged in academia as a Visiting Lecturer for undergraduates at the Department of Building Economics and as a Postgraduate Lecturer (MSc) at the Department of Electrical Engineering, University of Moratuwa. He has also lectured at the Green Building Council, Institution of Quantity Surveyors Sri Lanka, IESL CPD courses, and other professional forums.

His research contributions include four peer-reviewed papers published in the Engineer Journal (IESL) in September 1999, January 2001, 2018, and January 2019, and one paper published in the Constructor Journal in August 2000.

With over 45 years of experience in HVAC&R engineering consultancy in Sri Lanka, the UK, and overseas, coupled with 21 years of teaching experience, I bring a unique blend of industry expertise and academic engagement to the engineering profession.

I have contributed significantly to professional development by designing and delivering CPD programs, including the Air Conditioning System Design course (since 2007) and the HVAC CPD course (since 2020). I served on the IESL Council (2006/2007) as Chair of the Building Services Engineering Sectional Committee (BSESC), and more recently as a Representative Fellow for the sessions 2023/2024 and 2024/2025. I continue to serve on BSESC, CPD, and LLP committees.

My vision for the Council includes:

  • Advancing sustainability: Addressing the urgent need for decarbonisation of buildings by guiding and educating engineers towards sustainable solutions.
  • Strengthening the profession: Promoting pride in the engineering profession, particularly among graduate and student members.
  • Tackling brain drain: Raising awareness among engineers of the value of entrepreneurship as an alternative to migration, thereby strengthening local capacity.

If elected, I pledge to serve the Council with dedication, enthusiasm, and leadership, ensuring that the voices, concerns, and aspirations of members are effectively represented.
