Eng. M. Musthaffa Aliyar graduated with a B.Sc. Engineering Degree (Second Class Honours – Upper Division) from the University of Peradeniya in 1993. He obtained his MBA from the Postgraduate Institute of Management, University of Sri Jayewardenepura in 2007 and is currently reading for his PhD in Management Studies at the Faculty of Finance & Management, University of Colombo.

He became a Member of the Institution of Engineers, Sri Lanka (IESL) in 1995, and of the Institution of Engineering & Technology (IET), UK in 1996. In 2023, he was elevated to Fellow and recognized as an International Professional Engineer. He has actively contributed to IESL through various committees, including the Electrical and Electronic Engineering Sectional Committee, Power & Energy Sector Committee, and the Education, CPD, F&P, and PSM Committees.

In 1993, he was awarded the prestigious W. M. G. Fernando Prize for Electronic Communications for best performance in the final examination of the B.Sc. Engineering program.

He has published several technical papers, including:

Additionally, he has authored insightful articles in the Sri Lanka Engineering News of IESL on topics such as Emotional Intelligence (2011), Greenhouse Gases (2012), and Transformer and Dissolved Gas Analyzer (2013).

Eng. Aliyar began his career as a Research Assistant at the Faculty of Engineering, University of Peradeniya in 1993. He joined the Ceylon Electricity Board (CEB) in 1994 as an Area Electrical Engineer, serving until December 1997. During a period of no-pay leave, he served as a Lecturer at CIAST, Malaysia from 1998 to 2000. Upon returning, he resumed his service at CEB in 2000 and has since held several senior roles including Chief Engineer and Deputy General Manager in various capacities.

My experience spans teaching and utility management in Electrical Engineering in Sri Lanka and Malaysia. This includes expertise in Project Management, Asset and Material Management, Condition Monitoring of High Voltage Equipment, Utility Regulation, Electricity Pricing, Corporate Strategies, Human Resource Management, Power Systems, and Power Sector Reform.

I have been associated with the Institution since joining as an Associate Member in 1995. I have served as a Supervising Electrical Engineer, placing great importance on mentoring graduates and engineers, freely devoting my time to their development.

Over the past 31 years, I have served on various IESL committees, including the Electrical and Electronic Engineering Sectional Committee, Power & Energy Sector Committee, Education, CPD, F&P, and PSM Committees. I have also reviewed research papers for IESL publications and evaluated undergraduate projects for IESL competitions.

Since 2012, I have actively contributed to the IESL Toastmasters Club, serving as Secretary and Vice President – Public Relations, and also participated in several Professional Review Panels.

If elected, I will continue bringing my wide industry experience to the Council and support its business-focused direction. I am dedicated to representing members’ concerns and committed to increasing pride in the profession, particularly among graduate and student members.
